Assistant Superintendent of Finance
Herkimer-Fulton-Hamilton-Otsego BOCES is seeking an experienced and dynamic leader to serve as the Assistant Superintendent for Finance. Reporting directly to the District Superintendent. The successful candidate will provide leadership and strategic vision for budgeting, financial management, and business operations. In addition, will provide supervision to staff responsible for financial and accounting operations.
Required qualifications: NYSED certification in administration (SDA/SDBL or equivalent).
Preferred qualifications: Extensive finance, accounting, and personnel management background; and central office administrative experience. Knowledge of State and Federal law pertaining to areas of school finance and business.
Key Responsibilities:
●Assumes responsibility for budget development and long-range financial planning.Develop budget timetables in accordance with legal and local requirements.
●Administers budget and recommends transfers between budget categories, authorizesall expenditure requests, and monitors expenditures.
●Analyzes budget expenditures and revenues to provide information and direction inmeeting the BOCES educational goals in the most effective manner.
●Supervises the preparation of bid specifications, supervises the bidding process,analyzes bids, and prepares recommendations to the District Superintendent.
●Prepares financial data necessary as background for contract negotiations with BOCESemployees.
●Makes complete and accurate reports to the Board of Education, District Superintendent,and various governmental agencies.
●Supervises the administration of the Workers' Compensation functions for BOCESpersonnel.
●Supervises all insurance and risk management matters.
●Supervises capital projects, including need assessments, budget planning, bidding, statereporting, supervision, and management of funds
●Supervises the annual financial auditing process of the BOCES and files the necessaryreports to the State on a timely basis.
● Represents the BOCES at all business meetings and maintains working relationships with governmental agencies, community organizations, and businesses.
● Keeps abreast of legislative issues at all levels of government that may affect the financial standing of the BOCES and provide such information as necessary to the District Superintendent and Board of Education.
● Serves as a member of the BOCES Leadership Team and represents the BOCES as required.
● Performs additional duties delegated by the District Superintendent.
